In January 2021, authorities in Maryland said William Strand allegedly killed his estranged girlfriend, Lesa Renee White, 48.

According to detectives, White, a Wicomico County Correctional officer, was reported missing and was last seen at a Maryland urgent care center on the Eastern Shore with her estranged husband, a man her family believes she wanted to reconcile with. At the time of her disappearance, White was calling off a relationship with a man she shared a child with named William Strand.

Around the time White vanished, authorities said they received a call about a shooting in the Pocomoke City area. Investigators found a local man, Terry Rolley, who was shot and seriously wounded. As authorities began to piece Rolley and White’s case together, they realized the same common denominator was Strand.

Detectives executed a search warrant at Strand’s house where they found the body of Lesa White. She had a single gunshot wound to her chest, investigators said.

As for Rolley, he was injured with a shotgun and investigators said the motive was because of COVID protocols and Strand wouldn’t keep his distance. Rolley had a long journey to recovery, and is now back to his life and work.

White's obituary said, "Lesa had a huge heart when it came to her family and would do anything for them. She spoke her mind and held nothing back."

Strand stands 5 feet 7 inches tall and, when he went on the run, weighed 220 pounds. He was born on June 13, 1968 and has previously worked as a finish roller, laying down black top. Investigators said Strand has the name "CHIM" tattooed on his left bicep. He was last seen driving a Chevy Malibu with Maryland tags: 5DP3127. He does not have a past criminal history but is now wanted for murder and attempted murder. He has a receding hairline and is known to use the nicknames: "Chim" or "Shack Daddy".

Strand has ties to the West Coast, specifically Washington state, where he is known to have a family member. It's possible he may need medication for diabetes, gout, and high blood pressure. If you have any information on where Strand could be hiding, please call or text the IN PURSUIT hotline: 833-378-7783 (3-PURSUE).
